§ Mr. StonehouseHas the Under-Secretary's attention been drawn to the memorandum produced by the Indian Chamber of Commerce in Nairobi that the cost of basic necessities of low income groups in Nairobi will go up by more than £6 a year as a result of these changes, and is it not disgraceful that these changes should bear most heavily on the low income groups?
