59. Mr. Teeling

asked the Secretary of State for the Colonies what is the present status of the office of Commissioner for Malta in London; to whom the holder is responsible; and if he will make a statement.

Mr. Lennox-Boyd

The office of Commissioner-General for Malta in the United Kingdom is a post in the Maltese Public Service; in the absence of an elected Maltese Government, the Commissioner-General is directly responsible to the Governor of Malta. In a statement issued in Malta yesterday, the resignation of the present holder of the post was announced.

Mr. Teeling

In view of the fact that the present holder of the office until yesterday was the direct appointee of Mr. Mintoff, and constantly made the other two parties feel at least unhappy in the statements he made with regard to their criticisms, is it really necessary now to have anybody as Commissioner, especially in view of the fact that he must act on the instructions of the Governor, who in turn acts on the instructions of the Colonial Office?

Of course, arrangements must be made for the proper representation of Malta in the United Kingdom, and I would like to say, on behalf of many who know him and have been his friends, that we are grateful for many courtesies from Mr. Ellul in recent years.
