asked the Minister of Transport and Civil Aviation when it is proposed to start construction of the Norwich radial road.

Mr. Nugent

This is a long-term project and I cannot yet say when it will be possible to include it in the roads programme.

Mrs. Butler

Does the Parliamentary Secretary appreciate that existing roads between London, Harlow and the North and North-East are becoming increasingly inadequate as Harlow New Town develops, and that this radial road is urgently necessary to cope with the new traffic and to relieve traffic congestion in Tottenham and other built-up areas?

Mr. Nugent

I accept that traffic is very heavy on this road, but it still has to take its turn. I can give the hon. Lady some consolation, which is that the construction of the by-pass of Harlow and Potter Street, at an estimated cost of £700,000, is to start this autumn. I hope that that will effect an improvement.
