28. Mr. K. Robinson

asked the Secretary of State for the Colonies whether he discussed with the Governor of Kenya the recent African demand for increased representation in the Legislative Council; and what further constitutional adjustments he intends to make.

Mr. Lennox-Boyd

I must obtain the advice of the Government of Kenya on the memorandum making a variety of proposals for constitutional change, including a suggestion for increased African representation, which I have just received from the African Constituency Members. Until I have received that advice I would prefer not to comment on the memorandum. But I would remind the hon. Member that the present Constitution, under which the Africans received six additional communal seats, apart from their four specially elected seats, has come into force only very recently.

When will the right hon. Gentleman be in a position to announce the decision?
