asked the Chancellor of the Exchequer if he will introduce legislation to ensure that executors shall in no circumstances be liable for Estate Duty on funds which in fact they have never received.

My hon. Friend is no doubt referring to differences between the value of property at the date of death and the price at which it is subsequently realised. I have noted my hon. Friend's suggestion.

I am very grateful to my right hon. Friend for his encouraging Answer, but will he bear in mind particularly the effect of Section 55 of the Finance Act, 1940? Will he consider in a general survey the disastrous and really cruel results which have occurred recently in instances following a death which preceded the increase in the Bank Rate?
