asked the Secretary of State for the Colonies if he will make a statement on proposed constitutional changes in Sierra Leone.

I have nothing to add to the Answer given to the hon. Member for Rugby (Mr. J. Johnson) and the hon. and learned Member for Aberdeen, North (Mr. Hector Hughes) on Tuesday, 21st January.

Does the right hon. Gentleman appreciate that this is an occasion when one can congratulate him and the members of the Sierra Leone delegation who were engaged in these negotiations?
