asked the Chancellor of the Exchequer if he will, in considering his Budget Statement, provide for the amendment of the law affecting pensions for the self-employed and controlling directors so as to permit them to include life assurance cover in the event of death for the benefit of dependants in lieu of the present law and practice of merely returning on death the premium paid to that date.

I cannot anticipate my right hon. Friend's Budget statement.

While thanking my hon. Friend again for an answer, may I ask whether he will convey to my right hon. Friend the fact that this change can be made without adding the cost of a penny in taxation? The problem of dealing with the dependants of men who die early, when between 25 and 45 years of age, is more serious than the problem of providing a pension at 65. As the change can be made within a broader scheme, will my hon. Friend ask the Chancellor to consider it?
