I beg to move, in page 2, line 47, to leave out from beginning to "vary" in page 3, line 1, and to insert: order made by statutory instrument". This Amendment, together with that which follows, carries out an undertaking which I gave in Committee to substitute the affirmative for the negative Resolution procedure in regard to orders which will be made by the Minister to vary the multiplier specified in the principal Act for certain payments in respect of well maintained slum houses.

This is the final occasion on which the Bill has been improved by the advice of the Opposition. I appreciate the hon. Gentleman's taking the point about having the positive procedure. It is a constitutional point of some importance. I welcome it and, on behalf of my hon. Friends, I thank the hon. Gentleman for this latest improvement to the Bill.

Further Amendment made: In page 3, line 7, at end insert: Provided that an order under this subsection shall be of no effect until it is approved by a resolution of each House of Parliament.—[Mr. Powell.]
