§ 47 Mr. Beswickasked the Minister of Transport and Civil Aviation which matters of British Overseas Airways Corporation's policy are reserved for decision between the Chairman and himself, and which are decided by the full Board of the Corporation.
§ Mr. WatkinsonUnder Section 19 of the Air Corporations Act, 1949, I must consult the Chairman before directing the disposal of any excess revenue. Apart from this there are no matters reserved for settlement between the Chairman and the Minister and I have no doubt that, following normal commercial practice, the Chairman will discuss all important matters with the Board and will represent the Board in all his dealings with me.
§ Mr. BeswickHaving been big enough to retract what he said with regard to the procurement of aircraft in an interview with theNews Chronicle, 1215 will the Minister be equally big, and retract the statement which is quoted verbatim in that interview, in which he said:
One clear precedent I intend to maintain is that B.O.A.C. policy is a matter between me and the Chairman.Does not he think that a most unfortunate statement?
§ Mr. WatkinsonNo; there is a clear misunderstanding here. I wish to make it plain that I think it would be wrong were I in any way to go behind the back of the Chairman, whom I hold responsible to me, as Minister, as I am responsible to this House. In my view, the chain of command is that I am responsible to the House and the Chairman is responsible to me. But, of course, before coming to me he discusses, clears and brings to me the collective decision of the Board. I believe that it would be absolutely wrong for any Minister to deal other than through the Chairman, who must be directly and solely responsible to the Minister.
