asked the Minister of Housing and Local Government whether he will consider making some grant in aid to local authorities to enable them to deal with particular cases of hardship arising from burst pipes during the long cold spell.

Mr. Sandys

I have no funds at my disposal for this purpose.

Mr. Janner

In view of the considerable hardship that is being imposed on local authorities at present, owing to recent legislation, will the Minister consult his right hon. Gentleman the Chancellor of the Exchequer to see whether anything can be done about these unhappy circumstances and about helping local authorities to meet them?

Mr. Sandys

I really do not think that it is the business of Parliament to pass new legislation to make extra public grants towards the cost of repairing burst pipes in council houses.
