asked the Minister of Fuel and Power (1) on how many occasions the powers granted under Section 58 (1) of the Gas Act, 1948, for the Minister to make regulations to provide pensions to persons who arc, or have been, in the employment of an area board or the Gas Council have been exercised by himself or his predecessors:

(2) on how many occasions the powers granted under Section 54 (1) of the Electricity Act, 1947, for the Minister to make regulations or joint regulations to provide pensions to persons who are, or have been, in the employment of an electricity board have been exercised by himself or his predecessors.

s: In view of the fact that my right hon. Friend has now found that he has powers under the Electricity and Gas Acts, may I ask whether he will adopt the same procedure as his colleague the Minister of Transport and Civil Aviation and consult the chairmen of nationalised boards about the possibility of doing something for the pensioners of these boards in order to implement the pledge given by the Prime Minister at Bradford to help small income groups?

To:—
(a) amend the Gas (Pension Scheme) Regulations so as to authorise Gas Area Boards or the Gas Council to participate in any pension scheme other than those established or maintained by the Boards or Council; and
(b) amend the Gas (Pension Rights) Regulations so as to enable members of certain schemes on changing employment from the Board or the Council to another Board or the Council to transfer to a scheme established by the other Board or Council.

On the suggestion of my Department, the Central Electricity Authority is considering possible improvements in the proposals originally submitted by the Authority. The in-
