Friend has now found that he has powers under the Electricity and Gas Acts, may I ask whether he will adopt the same procedure as his colleague the Minister of Transport and Civil Aviation and consult the chairmen 11 of nationalised boards about the possibility of doing something for the pensioners of these boards in order to implement the pledge given by the Prime Minister at Bradford to help small income groups?
