On a point of order. This is one of the few occasions on which the hon. Member for Kidderminster (Mr. Nabarro) is not in his place. As Question No. 17 has a bearing upon your Ruling a short time ago, Mr. Speaker, would it not be possible for my right hon. Friend to answer it?
