Mr. Speaker

Before we begin proceedings on the Bill, I should tell the House that I have considered the very peculiar circumstances which have surrounded the discussion hitherto, and, for that reason, have seen fit to call some Amendments that are put down for Report though their subject matter has been discussed in Committee. That is contrary to my usual practice; and I only do it in the special circumstances which surround this particular Bill.
