44. Mr. J. Johnson

asked the Secretary of State for the Colonies if he is aware that the state of the Nigerian hides and skins export industry is causing concern to Nigerians, both African and expatriates; and whether he will institute an inquiry into this unsatisfactory state of affairs.

Mr. Hare

The Nigerian Governments fully recognise the need to raise and maintain the quality of their exports and are making continuous efforts to this end. A party of United Kingdom experts examined the industry in 1954, and my right hon. Friend does not consider any further inquiry necessary at the present time.

Mr. Johnson

Is the Minister of State aware that the state of the skin industry is still regarded as unsatisfactory, particularly by the Africans? Will he further agree that the Kano Chamber of Commerce and most informed opinion believes that most of the blame is due to the fact that the veterinary department is in charge of these activities? Does he not think it sensible to appoint a hides officer with qualifications in tanning, as opposed to a medical man, like the veterinary officer in charge of the department?

Mr. Hare

I think the hon. Gentleman would like to know that the Nigerian Governments are looking at this matter with concern, and are taking steps to try to improve matters. On the detailed point which he put to me, I think the machinery which has been set up is sound. In addition to these officers, there are a large number of hides and skins inspectors and instructors, in addition to the ordinary veterinary officers. I think the hon. Gentleman should give time to allow this machinery to produce good results.
