§ 24. Mr. Rankinasked the Secretary of State for Scotland if, in order to help in overcoming the shortage of teachers, he will consider the advisability of allowing those retired teachers who are prepared 836 to return to teaching to draw the pension they have earned in addition to the salary to which they would be entitled.
§ Mr. Henderson StewartThis is one of a number of proposals made by the Educational Institute of Scotland which are being discussed with the Institute in connection with the proposed revision of the teachers' superannuation scheme.
§ Mr. RankinCannot the Minister do something? Would not he agree that this practice is a complete anomaly, and that if a person has earned a right to a pension, he should be allowed to enjoy it irrrespective of the employment in which he is engaged?
§ Mr. StewartI am aware of that argument, the strength of which I recognise. I am hoping to meet the Educational Institute of Scotland, and no doubt that side of the argument will be presented.
§ Mr. RankinIs it the case that the Treasury are the real opponent of this really necessary reform, and what is the hon. Gentleman doing to try to convert them?
§ Mr. StewartThe hon. Member cannot expect me to answer for the Treasury.
§ Mr. RankinWhat is the hon. Member there for?
