asked the Minister of Transport and Civil Aviation whether he will require new car drivers in future to have had some training on a skid pan before being passed out.

No, Sir. I am afraid my hon. Friend's suggestion would not be practicable.

In view of the alarm which all drivers feel at their first few skids, does not my right hon. Friend agree that road safety would be added to if all drivers had some experience of these pans under instruction, whether or not their ability is included in the test?

Mr. Boyd-Carpenter

I think that instruction in this way is extremely useful, but my powers are limited to laying down conditions for testing and I have no power to lay down conditions for training.
