asked the Minister of Housing and Local Government how many houses have been sold by local authorities, following the issue of Circular No. 64 of 1952.

Three thousand one hundred and twenty up to the end of last month.

Bearing in mind that there are about 1,500 local authorities, would not the Minister agree that this method of creating a property-owning democracy has been a tremendous flop?

This is not the only channel of home ownership.
