17. Mr. Benn

asked the Secretary of State for Foreign Affairs why, and by what authority, Her Majesty's Consul-General in Tangier acceded to the recent French request for the deportation of Mehdi Bennouni.

Lord John Hope

No request has been received by Her Majesty's Consul-General in Tangier for the deportation of Mehdi Bennouni. He has in fact been living for nearly two years past in the Spanish zone of Morocco.

Mr. Benn

Is the hon. Gentleman aware that the reason Mr. Bennouni has been living in the Spanish zone of Morocco is that he was deported from his home in Tangier and that last year, when the British Consul in Tangier was the president of the International Committee, Mr. Bennouni's frequent requests to be allowed to return were refused? Is he aware that Mr. Bennouni is of the opinion that he has been refused permission to return to Tangier since he appeared as the Moroccan representative at the United Nations?

The ultimate responsibility lies with the committee of control in this case.
