§ 39. Viscount Hinchingbrookeasked the Secretary to the Treasury what further consideration has been given to borrowing by both the central Government and local authorities in order to implement the road programme at the earliest practicable date.
§ Mr. H. BrookeLocal authorities can and do borrow regularly for building roads. The central Government are in a position to carry such expenditure on the Budget in present conditions, although as the programme builds up to its maximum rate the burden will of course increase, and we may then have to review the method of financing it.
