39. Mr. Knox Cunningham

asked the First Lord of the Admiralty to what extent it is the practice of his Department, when envelopes are in use for the first time, to send them out with economy labels containing the recipient's name and address affixed thereto; and whether, in the interests of economy, he will take steps to stop such a practice.

The standard practice is to use economy labels only for used or ungummed envelopes or with mechanical addressing equipment.
