asked the Secretary of State for the Home Department what steps he is proposing to take, in view of the increasing number of instances of hooliganism in London.

The number of persons arrested in the Metropolitan police district for offences classifiable as hooliganism—for example, assaults, malicious damage, or insulting words or behaviour—has increased from 3,184 in 1949 to 4,985 in 1954, but the Commissioner of Police tells me that, in his view, the greater number of arrests is due in the main to the particular attention which the police have been giving to this problem, rather than to any appreciable increase in rowdyism. The Commissioner of Police tells me that, in his opinion, the steps at present being taken are adequate to deal with the problem.
