asked the Prime Minister if the speech of the Lord Privy Seal at Skegness on Sunday, 23rd May, on the adequacy of Civil Defence measures in face of the hydrogen bomb represents the policy of Her Majesty's Government.

I have been asked to reply, and, using the words of the Prime Minister, the answer is "Yes, Sir."

The development of the hydrogen bomb makes the need for strong Civil Defence services even greater than before.

Does the appearance of the right hon. Gentleman impersonating the Prime Minister mean that our worst fears are realised? Can he assure us that his appearance there is only temporary?
