39. Mr. Foot

asked the Secretary of State for the Colonies in what industries and services strikes are illegal in Northern Rhodesia.

Mr. Lyttelton

Strikes are illegal in the water, electricity, health, hospital and sanitary services. Strikes become legal in these services if the dispute has been reported to the Governor and he has not referred it for settlement by existing machinery or by arbitration within 21 days.

Is it intended to keep these restrictions as a permanent part of the system in Northern Rhodesia?

Mr. Lyttelton

"Permanent" is a very big word. A strike becomes legal when this notice is given.
