12. Lieut.-Colonel Bromley-Davenport

asked the Secretary of State for War whether he will reconsider the method of dealing with the cases of ex-Service men who have contracted disabilities in their peace time service and whose cases are dealt with by the Chelsea Hospital authorities, in order that they may have a right of appeal to an independent tribunal if necessary, in the same way as ex-Service men who may have sustained their disability during war service.

These are all cases which occurred before September, 1939, and it is not thought practicable to take this step.
