asked the Minister of Transport what regulations exist to prevent motorists from approaching other vehicles with undipped lamps.

Mr. Braithwaite

No such regulation exists because it has been considered impracticable to define precisely the occasions upon which headlights should be dipped.

Mr. Bell

Does that not mean that the existing regulation cannot be enforced?

asked the Minister of Transport whether he will take action to deal with the problem of dazzle caused by the headlamps of motor vehicles.

A recent Report by the Road Research Laboratory of the Department of Scientific and Industrial Research on the subject of headlight dazzle is at present under study in my Department.
