asked the Minister of Agriculture whether he will expedite the decontrol of animal feedingstuffs since the system of collecting coupons for such feedingstuffs is breaking down.

Sir T. Dugdale

No, Sir. The system must be maintained until the 31st July so that merchants who wish to replace stocks during this month may be able to exchange their coupons for permits to buy feedingstuffs.

Mr. Wilson

Is my right hon. and gallant Friend aware that the system is already not working at all in some places, and would it not be better to abandon it forthwith?

Sir T. Dugdale

To bring in a new system, which my hon. Friend's suggestion would mean, would not be practicable for a matter of a few weeks. In point of fact, the Ministry of Food have given a guarantee to the trade that having fixed a date for derationing they will stick to it.
