asked the Secretary of State for the Colonies how many district councils have been established in Togoland; whether they are working satisfactorily; and whether the elections for the Joint Council for Togoland Affairs have now been completed.

Mr. Lyttelton

The Northern Section of Togoland under United Kingdom Trusteeship falls within the areas of four district councils, which were established last year. They are working satisfactorily. In the Southern Section, two out of three district councils have recently been established. The Joint Council for Togoland Affairs is not yet reconstituted. A joint statement issued by the British and French Administering Authorities on 12th June invited the views of the population on methods of doing that.

When is the council likely to be constituted and to become operative, and how long will it take before district councils cover the whole of the area?

Mr. Lyttelton

I should not like to commit myself to a date, but I think that it will not be very long.
