asked the Chancellor of the Exchequer what compensation is payable to civil servants who, on grounds of public interest, are not allowed to transfer on promotion to another Government Department or to a nationalised industry.

None, Sir. But any civil servant wishing to take up an appointment with a nationalised industry is free to resign in order so to do.
