18. Mr. J. Hynd

asked the Secretary of State for the Colonies whether it has been decided that representatives of the Kenya African coffee producers shall be invited to attend future coffee conferences.

Mr. Lyttelton

A committee has been set up to consider how this may be done. The committee will tour African coffee areas in January and will then report back to the Coffee Board.

Mr. Hynd

In view of the fact that at a meeting of the Kenya coffee growers' association, as reported in the "East African Standard" on 31st July, this was discussed and it was apparently decided that Africans should be represented by European agricultural officers, will the right hon. Gentleman consider whether, in view of the fact that there are 20,000 African coffee growers licensed, Africans might at least be invited to send representatives from the African coffee co-operatives to sit in at these discussions as observers until such time as they are considered capable of taking an adequate part in the proceedings?

That is one of the things which is no doubt under consideration.
