§ 29. Mr. Walker-Smithasked the Chancellor of the Exchequer for how long it has been necessary for exporters to complete Form P.T. 43; and what is the necessity for such action.
§ Mr. R. A. ButlerThis form of certificate of posting was introduced as from 2nd November last for the reasons given by my hon. Friend the Financial Secretary to the Treasury in reply to a Question by my hon. Friend the Member for Heston and Isleworth (Mr. R. Harris) on 12th November.
§ Mr. Walker-SmithIs this not a rather formidable addition to an already formidable array of forms to be filled in? If it was possible to get on without them before, is my right hon. Friend really satisfied that the position now requires it?
§ Mr. ButlerThere is no question of this form being established for the purpose of control. The form is established for the purpose of avoiding evasions of tax which were taking place and which I am not prepared to tolerate.
§ 30. Mr. Walker-Smithasked the Chancellor of the Exchequer whether he will review further the forms required to be completed by exporters in respect of Customs and Excise, exchange control and Purchase Tax matters to see whether these can be reduced.
§ 49. Brigadier Medlicottasked the Chancellor of the Exchequer if, in view of the extent to which Germany is capturing overseas markets at Britain's expense, he will, by every available means, simplify the present complicated formalities which have to be complied with by British exporters in relation to exchange control. Purchase Tax and other matters.
§ Mr. R. A. ButlerYes, Sir. The need to keep export formalities to a minimum is considered at each of the periodical reviews of the forms used by exporters.
