asked the Secretary of State for the Colonies which Colonies in the West Indies give taxation relief in order to encourage new agricultural and industrial enterprise; and what measure of success is being produced by this policy.

Laws to encourage new enterprises by the grant of income tax and customs duty concessions have been enacted in Barbados, British Guiana, British Honduras, Jamaica, the Leeward Islands, Trinidad, Grenada, St. Lucia and St. Vincent. A number of enterprises have taken advantage of these concessions, but the legislation is too recent for a useful assessment of its value.

Mr. Robinson

Is my right hon. Friend aware that if concessions are made by Colonial Governments to the British taxpayers and then they accrue in fact to the United Kingdom Treasury, the whole purpose of them is lost, and will he make representations to his right hon. Friend?

This is a very difficult question which I cannot reply to shortly.
