29. Mr. Sorensen

asked the Secretary of State for the Colonies in view of the imprisonment of women in Abeokuta and the seizure of their goods because of nonpayment of the water rate, what action has been taken to deal with the problem and the grievances of the women.

Mr. Lyttelton

This is a matter for the Western Regional Government of Nigeria. My information is that the collection of water rate in Abeokuta has been proceeding smoothly, and that the number of defaulters against whom court actions have been taken represents only a small proportion of the total number of persons who have paid it without any pressure from the Native Authority.

Mr. Sorensen

Can the Secretary of State say how many of these women have been imprisoned or are in prison now for non-payment of water rate? In view of this position, will not the right hon. Gentleman make some representation to the Western Regional Government to consider this matter, in view of the very great grievance that is felt in the area?

Mr. Lyttelton

My information is that a very small number have been punished. I think the hon. Member will realise that in the case of these advanced constitutions, the occasions when Her Majesty's Government should intervene must be strictly limited.
