asked the Prime Minister whether he proposes to nominate a successor to the hon. Member for Cardiff, North, as Joint Under-Secretary of State for the Home Department and Welsh Affairs.

Yes, Sir.

While thanking the Prime Minister for that very full reply, may I ask him whether he is aware that the Welsh people fully understand his difficulties in this matter and the reasons for delay, and that they are conscious that it is they who impose the limitations on his possible selection?

As the matter is so evidently complex I am sure it would be only reasonable for the House to allow all leisure and opportunity to the Government in order that they may make a right decision.
