asked the Minister of Food how many butchers' shops have opened with a minimum of 50 registered customers since the withdrawal of licensing in England and Wales.

Between 1st and 15th October, the latest date for which I have figures, 11 shops were opened and eight were closed.

Mr. Royle

In view of the very small number of shops that have opened since licensing was abolished, can the right hon. and gallant Gentleman say what is the difference between licensing and no licensing, bearing in mind that the butchers have to apply for a permit to buy meat from the Ministry?

It is only just another step towards greater freedom.
