§ Mr. MacleodI come from among the most deserted islands round our coast. The difficulties involved in my hon. Friend's suggestion make it really quite impracticable. Apart from the difficulty of building, there is the difficulty of staffing which, difficult enough already, would be absolutely insuperable.
