asked the Secretary of State for Scotland which local authority in Scotland made most progress with housing during 1951 and which made least; and if he is taking any steps to deal with recalcitrant authorities.

Commander Galbraith

I would refer the hon. Lady to the published Housing Returns for Scotland. Progress varies from area to area and where necessary my Department presses for an improvement, but my right hon. Friend is not aware that any housing authority in Scotland is recalcitrant.

Is the hon. and gallant Gentleman aware that the number of houses completed in the Coatbridge constituency is the largest in all Scotland pro rata to the population?

Surely it would be both unwise and unfair to mention particular local authorities when circumstances vary so very widely.

Mrs. Mann

Is the hon. and gallant Gentleman not aware that it is quite good to have competition between local authorities and that he might even give an award to the local authority which puts up the most houses?

I very much welcome the hon. Lady's suggestion.
