asked the Prime Minister whether he will recommend the appointment of a Royal Commission to report on the means to encourage large-scale Commonwealth migration.

I do not think that this is necessary.

Mr. Langford-Holt

Can my right hon. Friend say whether he agrees that this is a vital matter in which this country should take interest and upon which our future prosperity, both as a nation and as an Empire, ultimately depends?

The Prime Minister

I think that emigration from this country should be by families and representative of the population as a whole, and not simply that daring and bold men should go. We have got to stay and fight it out here. I do not think that it is necessary at this stage for us to have a Royal Commission on the subject.
