asked the President of the Board of Trade what progress is being made regarding the proposed trading estate on the north bank of the Wear at Sunderland.

I should not be justified, in present circumstances, in acquiring and developing further land in advance of firm requirements for approved building projects.

While not pressing the right hon. Gentleman so far as that, may I ask if he will ensure that all the preliminary work is completed short of the steps he has mentioned?
