Since I answered my hon. Friend's Question on this subject on 22nd November, the Report of the Douglas Committee has been received. I have been considering the matter in the light of the recommendations in that Report, and I would ask my hon. Friend to await the submission of our proposals to the House.

What does "double invoicing" mean? Does it mean that for a non-utility suit one must make part payment to the tailor and pay the rest to the Inland Revenue?
