asked the Chancellor of the Exchequer whether he is aware that the explanatory notes to Statutory Instruments, 1951, Nos. 328, 329 and 330, do not conform with the requirements of Treasury Circular F. 18924, of 21st June, 1946, which laid down that such notes must not be argumentative, must not seek to explain or to justify policy and must not purport to construe the law; and if he will take steps to secure compliance.

These notes were issued under the authority of my right hon. Friend the Secretary of State for the Colonies who agrees that they do not conform strictly to the terms of the Treasury circular to which the hon. Member refers. Steps are being taken to ensure that the instructions in the circular are fully observed.
