12. Mr. Rankin

asked the Secretary of State for the Colonies when he proposes to introduce elections for the Kampala Municipal Council in Uganda; and what other towns in Uganda are large enough for municipal government.

Mr. J. Griffiths

Kampala was constituted a municipality as recently as 1st January, 1949, and it is considered that the introduction of elections at present would be premature. No other townships in Uganda are yet ready for municipal government, but at its present rate of growth Jinja might become ready for it within a measurable period.

Mr. Rankin

Would my right hon. Friend agree that the system of nomination for the new municipality, which I am glad to hear has been created, is not a good one? Will he say whether he proposes to continue the system of nomination, or will he as quickly as possible institute a system of election?

Mr. Griffiths

I can assure my hon. Friend that I regard the system of nomination as appropriate for the period of transition from the one to the other.
