asked the Secretary of State for the Home Department whether he will revise the rules made under the Representation of the People Act so as more adequately to ensure that persons who are not absent voters and who have made no claim to be treated as such are not deprived of their right to vote in a mistaken belief that they had received the facilities of absent voters.

No, Sir. I do not think that any alteration of the rules could prevent mistakes.
