Friend is at present considering whether any special allocations of rationed cereal feedingstuffs for discretionary issue this winter can be made to county agricultural executive committees in the area most affected by the bad harvest. My Department are also collaborating with the hay trade in arrangements to direct hay to areas in greatest need at reasonable prices.

Friend ensure that in any arrangements which he makes he will not take away feedingstuffs from those farmers in other areas who 1121 have been relying upon being able to obtain the feedingstuffs to which they would otherwise be entitled?
§ Mr. BrownI am sure that other areas would not want to be ungenerous, but, obviously, there must be some kind of balancing.
