asked the Prime Minister whether substitute delegates will accompany the British delegation to the Council of Europe this year.

The Prime Minister

A certain number of substitute delegates will be available if required; detailed arrangements are at present under consideration.

Mr. Hynd

Does that mean that the same thing will happen as happened last year, namely, that the representatives from the Government side of the House will not have substitutes available there, but that the Opposition Members will?

What it means is that detailed arrangements are at present under consideration.
