65. Mr. Channon

asked the Minister of Transport what steps are taken by local licensing authorities to verify that applicants for general trade licences are in fact occupying bona fide business premises for the purpose of manufacture, or repair or dealing in mechanically-propelled vehicles.

Mr. Barnes

This matter lies within the discretion of these authorities, but I understand that investigations are usually carried out either by their own officers or by the police on their behalf.

Mr. Channon

Does the Minister not think that this system very often leads to abuse?

Mr. Barnes

If my attention were at any time drawn to possible abuses something would be done, but I have no knowledge that there are general abuses, and local authorities do invoke the aid of the police.
