asked the Chancellor of the Exchequer whether he will introduce legislation to give statutory limitation to the amount of the sterling balances, both capital and interest, which may be released in any one year.

Does not the Chancellor think that some action ought to be taken to strengthen the hands of his negotiators, who are often civil servants, by putting some limit on the amount of sterling balance which they may release to any one country in one year?

It would be quite improper to take unilateral action in a matter which must be arranged by consultation.
