asked the Minister of Agriculture what progress is being made in his discussions with the seed trade over the proposal to institute a system of qualitative control for herbage seeds, both home-grown and imported.

The possibility of applying qualitative control to herbage seeds has been discussed by the Seed Production Committee, on which the seed trade is represented, and has also been the subject of consideration in my Department and of informal discussion with representative traders and farmers.
