asked the Minister of Food whether he will consider granting the increased tea ration, which is available for old people, to members of small households also.

Mr. Webb

No, Sir. To vary rations according to the size of the household would, I am afraid, be an impossible task.

Mr. Black

Does not the right hon. Gentleman agree that the tea ration presses with particular severity on small households consisting of one or two people, and could he not consider doing something to help them?

Mr. Webb

I am conscious of their difficulty, but the problem is, what is a small household? It is a very difficult question to decide.
