asked the Minister of Food whether he will now remove the restrictions on the opening of butchers', confectioners' and dairymen's retail shops.

I do not think I can do this at present.

Is the right hon. Gentleman aware that the programme on which his party fought the last Election states: Subject only to the needs of town planning, any citizen should be able to open a shop"? Will the Minister proceed to implement that policy?
