asked the Parliamentary Secretary to the Ministry of Civil Aviation if he is satisfied that flying control officers have the necessary powers to deal with the traffic increase likely in the next few years.

asked the Parliamentary Secretary to the Ministry of Civil Aviation if he will authorise flying control officers to refuse to accept an aircraft under instrument flight rules which in their view unreasonably refuses to use the landing aid which will enable the aircraft to land in the shortest possible time.

Not at the present time.

Do I understand from that answer that there are no discussions going on about the powers which flying control officers should have?

There are discussions going on all the time and we are also learning from experience, but in our considered view it would be wrong at this time to increase the powers of the flying control officers.
